No it does not mean she is going into heat again, she was only in heat last month. First of all are you 100% sure she did not breed while in heat? As this can be a sign of pregnancy. If you are 100% sure then it could also be a false pregnancy.

Claws should be clipped on an as needed basis, it varies a lot from dog to dog.

you can prevent having to clip your dogs nails all the time by running them on a gravel road or path :)

Her poop are hanging? If this is what you meant then you need to wipe her. My Chihuahua does this and it is just hair that he gets in his mouth sometime and his stomach doesn't digest it so he pops it out. Give her more water or make sure that you are giving her a lot of water. Their claws should be clipped about 3 - 4 times every year. Make sure that you get her 2 nails on the front that are on the sides of her foot because if they grow too long then they will puncture her foot and she will have to get "surgery".
