A graphing calculator will be able to do everything that a scientific calculator can. However, your chemistry teacher might not want you using all of the advanced features available on the graphing calculator, especially during tests. Asking the teacher for clarification is probably best.
(If you do need to get a separate scientific calculator, they're not going to run you more than $15, so it shouldn't be a big deal.)
I was going to say something about standardized tests, but it looks like graphing calculators are pretty widely allowed on the SAT and ACT these days. Huh. Kids these days.
(You might be restricted to only a scientific calculator on your state standardized tests though.)
