Someone forwarded a bill to me with my phone number on the front of the envelope unopened. Along with my current address and a short message on it.
is this legal?

people are too sensitive... have you heard of a postcard...yes, it is legal to have your name, address, phone number and short message displayed on an envelope.
Why would you think it would be illegal?

If it's your bill, pay it. If not, don't pay and try to contact whoever sent it to you.

Its illegal not to pay it. Make sure you know what the bill is for before you pay it though.
