Simply speaking, in classical theory, light is electromagentic wave in nature. It propagates by mutual induction of electric and magentic fields. Just like the electric field from a point charge, or the magentic field of a bar magnet, both electric and magentic fields fills up all space surrounding the source. Electromagnetic waves emitted from a source thus fill up all spece around the source.
