It basically means that the DVD player is using a mathematical algorithm to upscale the standard DVD resolution which is 720x480i to 720p, 1080i or p. Sadly, it's not turning it into a high definition movie. There is no magic software or hardware that can create or recreate more actual detail than the original material. It's just going to make things look a bit better.
Even with a 'standard' DVD player, your HDTV will up scale the image, if it didn't you'd have a small 720x480 window in the middle of your flat screen TV every time you watched a standard DVD.
If you want to see true high definition images, you need an HD source whether it be HD SAT, cable or blu ray disc. As for the expensive blu ray player and blu ray discs, I'm not sure where you are seeing these high prices. You can get a good blu ray player for less that 100 bucks, and walmart and Target both carry a lot of blu ray discs, some as low as 8 dollars. Walmart even has a nice section of blu rays that are all between 8 and 10 bucks.
I don't buy that many blu ray discs though, I rent them from blockbuster.com, I've also had a good experience with Netflix too. I watch 3 blu rays every weekend, that's about 12 a month, and I pay 16.99 a month, can't beat that. The image quality is the highest with blu ray, HD on cable and SAT is always compressed, it looks better than standard def, but not as good as blu ray.
