A sheet of newspaper is too thin to prevent conduction of heat, eventhough it is not a good thermal conductor.

Second, to cover a human body with newpaper, you need to use many sheets. There are gaps in between each newspaper sheet that allows air flow and hence heat can be lost by convection.
