The answer to your above question is "Yes".
New World Mobile and CSL are two different companies. One phenomenon that may confuse the public is, in mid 2008 those NWM retail shops were suddenly replaced by CSL and some salespersons were also transferred to work in the new CSL shops. Many suspect NWM and CSL were merged into one company.
The fact is, NWM terminated their mobile phone business gradually for it could not bit for a 3G license in 2005. CSL has a successful bit at that time, but since at that time its market sharing is low, it co-operated with NWM by managing all its retail shops and changed the names to CSL, but also provided the renewal services of NWM pre-paid phone card at one corner.
Nevertheless, the network used by NWM pre-paid cards is still that of NWM ( which is worse and worse for it has no investment these years to upgrade the service ) and is different from CSL. Hence, you cannot complain to CSL or else for this is not their business.
