Concerning "Medecins Sans Frontieres Hong Kong", there is no official statistics about the time required for medical aids on those areas out of their normal service territories.

The common sense is, when they receive the news, they would open meetings and judge whether the countries can handle the medical issues themselves, the safety measures in the regions, etc, before deciding to go or not.

Since the region is different, the convenience of transport is different, and hence the prepartion each time will also be different. There is no time commitment as set in their service package ( do not forget they are only volunteers and deliver services free of charge ).
