Cosmopolitan in Latin America?

I was reading something, and this article used "cosmopolitan" to represent some countries in Latin America. What are those countries anyway?

Argentina, Uruguay and, possibly Brazil. Cosmopolitan means several things, (diversity is one, international relevance in another) but generally implies larger cities that are equal to the best cities to be found in any country. A cosmopolitan city is the opposite of a provincial. Provincial means unsophisticated or unwilling to accept new ideas.
So, basically, it refers to sophisticated cities bustling with modern things.
