Dorothy is the name of the main character played by July Garland in the 1939 movie "The Wizard of Oz" 綠野仙踪.
The movie started in black and white, showing Dorothy living in his home town in Kansas, where life seemed dull and gray, and Dorothy wanted so much to get out. Then a Tornado brought Dorothy to Oz, and the movie suddenly turn to bright colurs. Everything seemed so new and wonderful, but after a while all Dorothy wanted was to go home.
So Dorothy actually had different feeling at different stages of the story. I am not exactly sure, but I have seen "I feel like dorothy" used to mean "I am sleepy and tired, and wanting to go home". I have also seen it used to mean "I am so excited about all these new and unexpected things which are so fantastic".
