Why building management doesn't install camera in laundry room?

I sometimes see a few neighbors in the laundry room and they often complain to me that someone steal their clothes. The building has camera installed everywhere but except the laundry room. I just don't understand. Can someone explain?

Unless you have the recording function on your camera, no one is going to be monitoring who put their laundry into which machine at what time.

Another issue is people leaving their clothing in the machine for ages when others want to use the machine as well. This would not have happened if they came back in time for their laundry.

Like the other guy said, cost is the main factor. But the attitude of users can overcome many things. And... some people do have some clothing forgotten inside the machine and simply blame others. I have picked out clothing left behind in an apparently empty machine before.
