People trashing their old/worn clothes in laundry room?

Is it just my building or it's normal that people trash their old/worn clothes in the laundry room? And, I do see people looking through the big trash bag to find if there is anything good inside that he/she can take.

Times are tough everywhere, I get my clothes from my neighbours and garage sales, they work out cheaper than the second hand shops. wait till they start going thru the garbage,,,,

Take the bags to th homeless shelter, they will go through them.
