Decision系noun,一個subject,中文可以甘講:呢個決定將會........
所以decision系可以用active voice,吾好因為佢系死物(也不算"物"0.0)而當佢要用passive voice:D
你個that系relative clause, 之後又冇補充, 冇下文系吾可以的:)
我建議你都系跟番原本個句:)
再者, constrain好似系個verb黎架喎!!點會系度做作noun架!

decision 係 subject，你改為he she it都可以，係active voice，如要求passive就要改為︰the schools are imposed‥‥，下句有 that 句尾要有下文。
