Why does UK have two flags?

the traditional one with blue/red colors and the other one that the country uses in world up - the red cross with a white background? Why do they have two flags?

You are confusing England with the UK.
The UK is a country with four constituent nations - just like the USA has 50 constituent states. The UK's flag is the Union Flag - the blue, red and white one.
It is composed of the flags of Scotland, England and Ireland.
The Scottish flag is a white cross on a blue background. The English flag is a red cross on a white background and the Irish one (historically) was a diagonal red cross on a white background.

it doesn't Great Britain has the Union Flag (called Union Jack at sea) used for such things as coronations and royal events because she is the queen of Wales and Scotland and Northern Ireland, the red cross on white is called St.Georges Flag and that is the flag of England hence why it is used to represent in such things like the F.I.F.A World Cup

The union flag (the red/blue one) is the British flag and the flag with the red cross and the white background is the English flag

the red/white is the flag of England. The other one is the Union Flag, including that one and the colours of the other countries in the Union.

Red and white one is the flag of St George, the other one is the Union Jack, which uses colours from England, Ireland, Scotland and Wales.
