The program is not a fake.U.S. Department of State does has a visa called Diversity Visa, commonly known as Green Card Lottery.
However, you will have to apply for it in order to be considered.
If you did not apply, then the email is a scam.

if you never apply the green card lottrey, and sudden received this e mail ( message ), haha, that must a fake statement..... someone just sent you a joke.
in the end of the message, did they ask you to fill out personal informations and / or send money to apply too????
if so, that is a set up and you should report to police.
