The use of "does it believe that" is called "reversed sentence structure" in English grammar. In a normal sentence structure, the "subject" is placed before the "verb", but the order is reversed in a "reversed sentence structure" under the following situations:
(1) Where are the apples ?
(2) There are apples in the refrigerator.
(3) In the refrigerator are the apples.

Therefore, the subject sentence originally contains three negative statements:

Similar to example 3, the separate sentences can be joined together, using "nor" for the second negative statement, and "nor" with a reversed sentence structure for the third negative statement:
"It has never tried to sell any political line, nor to lavish attention on the changing political scene in HK, nor does it believe tha the proper role of a museum is to take part in current political debates.
I think "it" represents the "museum", or the "governing body for the museum".
