I think there are a few ways you can to for speed maximization.
1) Use "Defragementation" software to optimize the hardware and so the loading of files can be speed up. For instance, "Diskeeper" is one such good software which can analyze the fragments effectively and then identify the ways you can optimize as well as the percentage of improvements.
2) Please check if the RAM you used are sufficient. If a few software ( like Windows 7 or anti-virus ) consume you a lot of RAM, the free RAM left may be insufficient to do much. And if you open several browsers plus one/two other software for doing other stuffs, you can feel the speed reduced dramatically and even closing the browser takes a minute or more. Do you have such experience? It is due to the lack of free RAM left and it is independent of the percentage of hardware used.
3) Make sure the buttons which boot up on bottom right hand corner are minimum in quantity, as each is in ready mode and each consumes you certain amount of RAM. Better remove those seldomly used.
