2. Yes
An example is a stone thrown upward. When it reaches its highest point and is ready to fall, its velocity reverses in direction, but the acceleration (acceleration due to gravity) is constant.

3. Yes.
Although the magnitude of acceleration decreases, there is still a non-zero acceleration. Under this acceleration, the object definetly will pick up speed.
