望‵, you just don't understand what's happening.

desalination plant (海水化淡廠) obtains drinking water by distilling sea water. this involves boiling of water which requires a lot of energy (and thus, fuels and cost). large energy and fuel demand, high cost.

at that time, there was water shortage Hong Kong. not enough rainfall and not yet receiving water from DongJiang (東江), any water treatment plants are useless.

building water treatment is NOT the solution of the difficult situation; receiving (buying) water from China is the ACTUAL solution.

therefore, the desalination plant was no longer used BECAUSE the government bought the DongJiang water from China (specifically, GuangDong 廣東).

also, water treatment plant is NOT 污水處理廠.
污水處理廠 is sewage treatment plant, which purifies USED water and sewage. the effluent is drained into the sea, NOT for drinking.
濾水廠 is water treatment plant, which purifies incoming water for drinking and toilet-flushing.

you don't drink the effluent from sewage treatment plants, do you?

actually it is because the cost is too high

as Hong Kong have a lot of (污水處理廠) Water Treatment plant already
this already enough for us
