1) I do not think this letter is difficult to write, as no matter how you write the content, you are guilty of throwing materials randomly in a classroom during lessons. There is no more excuse. It is a fact. So why do not you write the fact in details for your teacher?
2) You must have a reason at that moment to throw the materials, for instance, you were stimulated by some classmates doing so, or you have intentions to hurt others, or you want to draw attention of someone in the classroom, etc. No matter which one is true, simply write the fact on the letter for your teacher.
3) Your teacher is now giving you a chance, do you know? If he/she really wants to punish you, he/she can immediate send you to discipline's teacher for a conduct demerit. Why not? Because he/she wants to listen from you the candid reasons violating the classroom discipline. And, do not forget one possible thing: The teacher has known the truth. He/she wants you to voice out what you have done wrongly and in what sense you can improve yourself in the future.
4) Why not draft the letter by stating the background reason ( the true one ) doing so, and the consequences. Most importantly, you need to apologize for what you have done in this lesson and you need to make a promise you never do the same mistake again in all lessons. If you have no commitment, where is you deserved offering a chance to improve?
