For case #2, the answer is no - the purpose of I-864 (and similar forms) is to allow the U.S. Government to re-coup any expense for welfare if the immigrants get it. Nowadays, it is impossible to get any welfare without being asked for your status. In other word, I-864 now is merely a piece of meaningless paper.
