請問長命契的業權轉讓難題

有锢好急的問題想請教大家,

衣家我住的公屋, 係透過十年前的"租者置其屋" 計劃買的(未補地價),
當時登記兩名業主, 分別係我大哥同亞爸,

衣家亞爸年紀大, 已過65歲, 打算將自己的業權轉比二哥,
(大哥的業權仍然保留) 問過房署, 只要兩名業主(即大哥同我爸)
同準業主(即二哥)簽署"業權轉讓申請書"同遞交身份證副本就可
以申請處理, 我爸同二哥都冇問題, 唯獨大哥唔肯簽"業權轉讓申
請書" , 因為買屋時簽的係長命契, 日後亞爸走左, 佢就會賣左呢間屋,

因為呢個原因, 亞爸無法將自己的業權轉比二哥, 終日擔心
二哥和亞媽的晚年生活

請問呢個情況下, 有冇其他辦法可以做到業權轉讓?
是否可以透過法律途徑? 希望大家將知道的, 告訴詳情,

NONE !
As its Titleship is overlapping, only all (100%) Equity and Legal Landlord (Property owners) both consent, otherwise, no current Property Law could forfeited the absolute Right.
In simple words, there is NO legal method to do as you wish, here is HKG, not Mainland China.
