How does the uranium(IV) oxide bond to carbonate.

that means you just know nothing about uranyl carbonate.

it's NOT uranium(IV) oxide, it's uranyl ion, UO2(2+).
the oxidation state of uranium is VII, not IV.

when combined with carbonate ion, it forms salt named "uranyl carbonate".
the bonding involved is ionic bond, which is electrostatic attraction between cations and anions.
