句子:Money can,and should,be make available to combat this ......
句子因前文(此處沒有打出來)的原因,所以要改'make'的tense變為'be made available'.但為什麼不可以刪去'make',令句子變為'Money can,and should,be available to combat this ......'?
請問有沒有人知道為何不可?

Money can,and should,be make available to combat this ......'Be' and 'make' are both verbs and I think it should not be placed together in this sentence.
And it has the specific meaning for 'make available' . The chinese meaning is as follows:
