We have polynomial f(x) when we divide f(x) by (x-1)(3x-1) , remainder is px+q when we divide f(x) by (3x-1) , remainder is 0 when we divide f(x) by (x-1) , remainder is -4

Let f(x) = Q(x)(x - 1)(3x - 1) + px + q

f(1/3) = 0 => p/3 + q = 0

f(1) = -4 => p + q = -4

Solve the equations, p = -6, q = 2
