who can get medical record for the deceased in hongkong?

my father passed away and did not have a probate or executor,my mother died before him.i am one of the heir,can i get his medical record?

I'd start with the hospital in hongkong. If it wasn't at a hospital, then try the doctors office of the doctor who pronounced him dead or the doctors office of his primary doctor.They may not be able to provide the information but it should get you started in tracking it down.
