英文GRAMMER一問

Question 1 is correct. It is a complete sentence.

Question 2 is a noun clause. If you can read the hidden words it is also a complete sentence.

(Can you tell me) why my lunch is not here?

Similar examples:
(1) What is it?
(2) (Can you tell me) what it is?

For oral English, sometimes (2) is also acceptable.
