第一句的was不是MAIN VERB嗎？到底是哪一個錯？
一句不是不可以有兩個動詞嗎？

I am afraid I _____had the film developed

have不是有問題嗎，有兩個verb(am和have)?

一句可以有兩個動詞

The rule is:
One main verb in each clause.

There are two clauses in each of your sentences.

When was the last time (that) you had your hair cut.
When was the last time + (that) you had your hair cut.

I am afriad (that) I had had the film developed.
I am afraid + (that) I had had the film developed.

以我所知一句要只可以有一個動詞

但是第一句是例外, 是P.P, 所以有兩個
(過去再過去的meaning)
