- I think It is depending on if her last I-130 petition was still valid or not. If it is valid, she may only need to file DS-230 which mean no need to "wait for quote" again. However, you won't know if the petition has been revoked or not until you found it in an official way. So, either call the US Consulate or a lawyer to find out.

- If you are still under 21 not married yet by the time your mother gets green card, you will go with her and get GC with her.
- If you are over 21, it needs your mother to be US citizen to apply you for green card. This quote takes another 5 - 10 years to wait.
To be US citizen:
- A person needs to have Green Card for at least 4 years and 9 month to file application to become citizen. (Except married with a citizen or joining US Army.)
- In New York city, from filing to taking Oath ceremony will likely take around 12 months. The process could be faster in other places different from State to State or even county to county. Mine only took 5 months in NJ.
- It needs to pass an English and History exam.

- Citizen's married child is Family-3rd.
You can see the date that the quote is upto in Bulletin page. (Like Family 4th is upto Year 2000, so you can assume it takes 11 years of wait time. In fact, it could be a lot shorter or longer depending the actual quote avaialbe. )
