I think you somehow misunderstand.

Your uncle (your mother's brother) is a U.S. Citizen (otherwise, he will not be eligible for applying your family).

In answering your questions:

1. In general, if your family abandon the petition, your chance is gone. However, National Visa Center can sometimes make exceptions due to uncontrolled matters. What you should do is contact NVC and see what is the procedures on how to reinstate the petition:

There is no guaranteed success. The worst case is NVC says no.

2. Assuming your family can't reinstate the petition, it will take you about 10-11 years of waiting time again.

3. You won't be able to come with your mother at all. The reason is as soon as you reach 21 years old, you are separated from your family.

So in that case, you will need your mother (or other qualified relatives) to sponsor you. With the waiting time and processing time, it will take about 20-25 years for you to go.

your mother did not accept the visa application 2 years ago, that means the case is set aside.

your uncle need a lawyer in US to file a re-open fryer for that case.

but because that is old file, a lot of proccess need to be re-do again. so, the time to wait is about 1 to 2 years before your mother get into the interview.

even 2 years later, you should be about 18 years old, if you are not marry on that time, sure you can go with your mother ( what about your father? you did not metion him.. )

after you live in USA for 5 years, you then can apply citizenship.

- I think It is depending on if her last I-130 petition was still valid or not. If it is valid, she may only need to file DS-230 which mean no need to "wait for quote" again. However, you won't know if the petition has been revoked or not until you found it in an official way. So, either call the US Consulate or a lawyer to find out.

- If you are still under 21 not married yet by the time your mother gets green card, you will go with her and get GC with her.
- If you are over 21, it needs your mother to be US citizen to apply you for green card. This quote takes another 5 - 10 years to wait.

To be US citizen:
- A person needs to have Green Card for at least 4 years and 9 month to file application to become citizen. (Except married with a citizen or joining US Army.)
- In New York city, from filing to taking Oath ceremony will likely take around 12 months. The process could be faster in other places different from State to State or even county to county. Mine only took 5 months in NJ.
- It needs to pass an English and History exam.

- Citizen's brother and sister is Family-4th
- Citizen's unmarried child over 21 is Family-1st
- Citizen's married child is Family-3rd.

You can see the date that the quote is upto in Bulletin page. (Like Family 4th is upto Year 2000, so you can assume it takes 11 years of wait time. In fact, it could be a lot shorter or longer depending the actual quote avaialbe. )
