No. You need to have a updated Identity Card before you can pass the Entry / Counter of Immigration Department.

You must apply the Adult ID from any branch of Immigration Department, say Tsim Sha Tsui or Shatin offices, and then await for approx. 10 days to obtain the new ID before you can hold it for a pass in the Entry / Counter of Immigration Department.

It is normal that without a valid passport / ID Card the person cannot enter the other nations / provinces successfully. Do not attempt doing so as it will only waste your time without anything in reward.

Next week, access any ID Branch to update your ID Card. This is your only alternative now.
