簡單看句子...好像一句講給人聽...公司沒 van仔 ,,所以個經理唯有走路運
貨..這不是一句轉述句嗎? 為什麼不用 had...

正如1樓所講,
呢句既變化未來都會一樣
所以用has to(present tense)
因為現在式都可以表示不變的東西(未必一定是真理,可以是習慣)
而睇返上述既情況,意思上公司冇車就係一般事實,所以信差一般都要行路返公司。
如果唔明既,你就試下take走has to,剩返deliver你都唔會用過去式,
因為你本身就係講梗信差一般要行返公司(此乃習慣,故用present tense)

In this sentence, 'has' means the messenger doesn't have a choice in this situation. The van is not available, therefore he has to walk on foot.

The messenger has to ( = is required to = an obligation/a must caused by 'no delivery van' ).

It is a repeated obligation - no matter it happened in the past, happens at the present, or will happen in the future - the consequence is the same i.e. the messenger has to deliver supplies on foot due to the lack of van.

By the way, "messenger" = 信差, not 經理.
