Your title set has a lot of things to write. I agree with your background reasons to choose junior form students.However, your 2nd question may be too difficult to source some useful info. to backup your IES. I am afraid insufficient info. exist.
To cope with it, you may issue questionnaire to your lower form students. I think 40 copies are needed, with over 10 pre-set questions, either open-closed questions are fine. Their feedback serve as the stat. to write your IES.
You may refer to the situation of other Asian countries for making a comparison as well.
