No budget for hire a temporary

I am a secertay, under finance Dept., my resposibility is hiring temporary staff. As VP need a full-time temporary staff to clean the backlog of paperwork; however, we have no budget for hire a full-time temporary staff, and boss don't grant extra funds for it, how can I do?

If I were you, I would talk to your boss, explain to him/her that VP needs to hire a temp staff to clear the backlog and ask your boss to approve some extra funds for hiring.

If your boss does not agree to granting extra funds, then you have to discuss with the VP about the situation. Your job is to hire temp staff and you must always feedback to the hiring managers in case there is any problem. However, you should not surprise your own boss. You should keep him/her informed before you discuss with the VP.

If your boss prefers to discuss with the VP himself/herself, that is fine. Otherwise, remember to keep your boss informed before you see the VP
