Which of the following (socket 478) processor is more powerful based on clock speed and cache? One has slightly faster clock speed than the other, but the other has twice as much cache. What is more important: clock speed or cache? Which one should I choose to upgrade my old PC?

In both cases the CPU with more cache wins. It has nothing to do with the benefits of having more cache and everything to do with the fact that you are comparing Prescott CPUs to Northwood CPUs. The architectural differences are much greater than the small differences in clock speeds or cache sizes.

IF those only chips you look at then Intel P4: 3.06Ghz, 533Mhz FSB, 512Kb cache
Might be the one for you UNLESS You use a instruction set optimized for the prescot
IT is imposible to tell what some of those chips are also < why avoid all the 800mhz fsb ones>
The later Northwood chips the 3ghz & 3.2ghz were 800mhz FSB processors
Socket 478 has been used for all of the Northwood Pentium 4s and Celerons the first Prescott Pentium 4s, and all Willamette Celerons and some Willamette Pentium 4s.
So your looking at a differace of not just cache and core but @Pipelines-Instruction Sets@ and even NM ....
And Hyper threading
More important to me would be FSB
