The HKSAR is a local administrative region at the provincial level of the PRC and comes directly under the Central People's Government (CPG). The CPG and the HKSAR have a 'central-local' relationship .
The Chief Executive shall be elected by a broadly representative Election Committee in accordance with the Basic Law, and be appointed by the CPG .
The ultimate aim of the method for selecting the Chief Executive is the selection of the Chief Executive bu universal suffrage upon nomination by a broadly representative nominating committee in accordance with democratic procedures.
The Chief Executive serves as its president, and appoints its members from among the principal officials, members of the LegCo and public figures. The removal of members is also decided by the Chief Executive.
The term of service of a member shall not exceed that of the Chief Executive who appoints him/her,
With the implementation of the accountability system of principal officials on July 1 , 2002 , the Chief Secretary for Administration , the Financial Secretary ,the Secretary for Justice and 11 Directors of Bureaux are appointed as the principle officials. They are directly accountable to the Chief Executive in their respective policy areas.
Supervising the policy bureaux as directed by the Chief Executive and playing a key role in ensuring coordination in policy formulation and implementation. This is particularly important in areas which cut across policy agenda.
Represents the HKSAR Government in all civil actions brought against the government and taken by the government.
Manages all prosecution against a case should be brought.
Apart from being directly accountable to the Chief Executive , individual Directors of Bureaux are also accountable to the Chief Executive for Administration or Financial Secretary on specific policy programmers under specific direction of the Chief Executive.
