Probably you can ask one lecturer in college for help to draft a reference letter, with signature, and sent to HKU corresponding dept. before the deadline.

And please check if the university can allow the referee to submit the reference info. online via the e-mail address. For instance, CUHK is such a case that once the applicant has sent the application, CUHK will send a e-mail to the referee ( the info. is given by the applicant ) to submit an online assessment on different areas.

You need to check whether HKU also works in this way. From what I heard recently, the staff there are relatively poor in magnitude to answer the inquiry about Non-Jupas application.
