關adjective clause 的現在 ''failing the test'' 成為 adjective, 指 ''不合格的'', 這個adjective phrase 可以放在名詞後. 如果要用failed , 你便要寫 the lanterns which failed the test.
其他adjective cluase 如 The man having a disease (有疾病的那個人)
People living in the city (住在城市裡的人)

"Failing" is a present participle. It is an adjective here.
"Failing the test" is a participle phrase.
