I think it is very difficult to answer this question even if possible. According to my knowledge, 유학 is the Hangul (한글) of the Kanji (漢字) 留學 and the Chinese meaning of 하다 is “do something”.

So, the meaning of 유학하다 is do a thing which called studying abroad. Logically, when a man goes to Korea for studying abroad, he needs “go to Korea” first (by airplane or ship) and then find a college or university for studying.

If someone says “I studied aboard in Korea”, we would think that he went to Korea and spent few years for studying. Neither the event “went to Korea” nor “studying” can be neglected.

Unfortunately, in Chinese, the word which is equivalent to “studying abroad” is留學 and it is a noun and we should place a verb before it such that the sentence we made is grammatically correct.

In most case, we use去 (go) in front of 留學 but the actual meaning should not only include the “went” part but also the “studying” part. This is one reason why there is no perfect translation in the world.

I would like to give one more example. In the seventh episode of the drama “今夜ひとりのベッドで” 友永友 said the following to 友永明之 “その優しい 悲しい” It is obviously that any attempt to give a literal translation of it should become fails and only destroy the beauty or poetry of this wonderful Japanese sentence.

On the other hand, if a Chinese wants to emphasize his studying, he may say “當我在韓國留學的時候” which may be translated to “When I was studying in Korea”.
Even though we speak 留學 in Chinese , it is not necessary to use the word “studying abroad” and still can represent what we want to speak in English.

After the long discussion, I just want to illustrate that it may be a vain task to determine whether한국에 유학했어요 is "去"韓國留學 or "在"韓國留學。 I’m sorry that I am not a Japanese or Korean and I cannot replace them to answer what will be emerged when they hear the term 留学する or 유학하다.

It is no doubt that this is an interesting question. For my own opinion, since留學 means 去 and 學習 at the same time in Chinese and both the Japan and Korea are the important members of “Sinosphere” (漢字文化圈、かんじぶんかけん、한자 문화권), it is not unreasonable that they will have the same feeling or impression.

This means that even though there may be a time lag between the appearances of these two but the gap is so little that you are impossible to determine which comes first.
