It’s fictional horror story from an HP Lovecraft novel - Call of Cthulhul
"Before the existence of man, the world was believed to be rule by immortal creatures from the stars - when stars were right, these creatures live in sky to sky (different world that is unimaginable by man) but when the stars were wrong, they would die but not really die b'coz they could be resurrected when the stars and earth is ready for them."
The 1st quote
"That is not dead which can eternal lie" says that the immortal is trapped in the frightful stone city of R'lyeh (under the deep Antarctic mountains)
The 2nd quote
"And with strange aeons even death may die" says that there will be a day when the stars and the earth is ready for them, even death may die = immortal would try to die again==> resurrection!
