(1) Equal chance. The reason is both Lower Quartile is 50, showing that each class has 25% of students having marks less than or equal to 50 marks. Hence, the chance of happening should be equal. (2) Improved.Before training, 1st Quartile is 10, Median is 16, 3rd Quartile is 23.5;
After training, 1st Quartile is 17, Median is 20, 3rd Quartile is 23.

Even the 3rd Quartiles are roughly the same, the rises of 1st Quartile and Mean show the training is helpful to upgrade the performance of the lower achievers ( i.e. salesmen of lower efficiency ). Hence, we can argue there are improvements.
