For the first question, (1) and (2) are expenses which are spent on local organisation, so they create indirect tax. But (3) is just mention about cosmetic and we don't know this cosmetic is from local nor international. Therefore, the best answer is A.

For the second question, ratio is similar but not te same as fraction, e.g. 1/3 and 1/2. When G remains constant and GDP is increasing, we can assume there is more G in GDP. When is up to 1:1 it means al GDP is equal to G. Therefore the ratio is increasinf and the answer is A.
