兩岸直航對澳門影響的初步評估
一、台海局勢的緩和為澳台民間交流提供了重要的發展機遇，但兩岸直航使澳門面臨在兩岸間中轉地位遭到弱化的現實挑戰。 過去由於兩岸關系緊張及未能直航，很多人流、物流經過澳門中轉，特別是「一機到底、飛行兩岸」的澳台航線，以及回歸後特區政府對臺胞繼續實行入出境免簽制度，為經澳中轉或來澳臺胞提供了便捷條件，大批臺胞經澳門往返兩岸，在每年赴大陸400多萬臺胞中，超過三分之一經澳門中轉。兩岸直航後，中轉的情況明顯減少。2008年來澳台灣旅客為132.2萬人次，較上年同期144.4萬減少8.4%。2009年1至5月來澳台胞為52.87萬人次，較2008年同期續跌5.8%。澳門民航局表示，兩岸直航最終將使澳門機場流失100萬人次中轉台灣的客源，約占總數的兩成。澳門多年來在兩岸間的中轉地位勢必遭到弱化。 二、兩岸直航給澳門航空業帶來較大衝擊，其中貨運甚於客運，澳門航空公司尤為嚴重。 兩岸直接通航以前，兩岸同胞往來都必須經過澳門或其它第三地轉機。澳門國際機場自1995年啟用以來就一直以兩岸中轉客為主要市場。雖然特區政府自2001年以來，為配合澳門旅遊博彩業及經濟發展，採取諸多措施減輕對台灣航線的依賴，但直到2007年，台灣客源仍占澳門國際機場總乘客量的47%，仍是澳門航空業的主要客源之一。兩岸直航必將分流澳門航空業的客源，而在貨運方面，澳門國際機場一直以處理兩岸中轉貨物為主，兩岸直航對其貨運的衝擊會較客運嚴重得多。據有關資料顯示，2008年澳門機場客運量及貨運量分別較上年下跌7.3%、44.3%，其中台灣乘客量占總客量比重較上年下跌6%，為41%，澳台航線總貨量較上年同期下跌約60%；機場當年營運利潤較上年減少18.1%，淨虧損約8000萬澳門元。隨著兩岸直航進一步實施，加之受金融海嘯影響，2009年l一6月澳門機場客運量、貨運量跌幅擴大，分別較2008年同期下跌24%、64%。 澳門航空公司作為以澳台航線為主的中資控股企業，1995年11月投入商務飛行以來，依靠「一機到底」、中轉方便和獲批25年航空運輸專營權（1995年至2020年）等優勢，台灣市場的營運收入始終占到總收入的70%以上，其90%的貨運量來自兩岸的中轉貨物。兩岸直航後，該公司喪失了獨特的營運優勢，生存將面臨巨大的挑戰。該公司在2007年客貨運量均創歷史新高的情況下，仍然虧損1億澳門元，2008年虧損額約4億澳門元，已超過其注冊資本額4億澳門元，淨資產額為負1.07億澳門元，目前正在謀劃注資事宜。
