It really depends on whom you are talking to and why they are saying “Thank you”. It is polite to say "You're welcome" to anyone. A gracious "You're welcome" is simply a gesture to acknowledge the gratitude.

If they asked for help and it required massive changing of my plans or going out of my way, I'd say "No problem. You are most welcome." to reassure them.
