First of all, you have to understand that the words 'do/does/did' and 'be/is/am/are/was/were' can be a main verb or an auxilliary verb of a sentence/question.
The 'does' and 'is' in your questions are both auxiliary verbs. We put the word 'do/does/did' in a question when there is no auxiliary verb in the question and the main verb of the question is not "is/am/are/was/were".
If there is an auxiliary verb in the question, just put the auxiliary verb in front of the subject of the question. The 'is' in your second question is an auxiliary verb which together with the word 'sitting' makes up a present continuous tense.
If the main verb of the question is 'is/am/are/was/were', just put it in front of the subject.
Who does this umbrella belong to?可唔可以用is呢? No.
The main verb of the sentence is 'belong' and there is no auxiliary verb there. So we have to add the word 'does'.
Excuse me. Is anybody setting there? 可唔可以把is放在anybody後呢? No.
The auxiliary verb 'is' should be put in front of the subject 'anybody'.
