食物衛生證明-公司申請

do I by chance have an import permit for food and a sanitary certification of inspection?
My cusomer is trying to ship me a gift baskets for the holiday season, but they include food and FedEx says that I need these in order for him to ship.
How to apply this cerification? How much does it cost?
Or will there be no need these if he would send by EMS?
Please help...
