vicinal diol (1,2-position) is produced when cold, diluted permanganate is used.
when acidic (and hot, concentrated) permanganate is used, ethene will be oxidized to form CO2 and water:
cleavage of double bond to give 2x methanoic acid, then carbonic acid.
