究竟No later than與Not later than有什麼分別?

They are generally the same meaning, but the main different is:

1. Please submit your resume no later than 6pm today. (definite)

2. Please try to come not later than 6pm today. (indefinite)

1. is ordering form = you must.....
2. is requesting form = you better.....

Not later than係唔識英文的人寫的英文，以為用not便代表反義。
英文句法只會用no later than這phrase.
表示「不是遲過...」即是「要求早過所定的日子/時間完成」。

not有時都會用在一句phase的頭的。跟這句相類似可能是：
(Try) Not to be late.請不要遲到/遲了。
Not necessary to be on time.並不需要準時的。
