Due to security reasons many years ago (before 911), The passenger manifest will not told to anyone who want to know. As well as Cargo manifest. And the ground staff will not answer your question that which one are on board at any flight. The staff will tell you because of security.

people could be stalking and for other reasons to try to achieve information of other passenger in flight. No staff will give you that kind of information. Unless you are
from the police, custom or immigration.
