Sorry, but I've to say that your opinion is unacceptable. To promote somebody to a more advance position, it's depends on a person's skill and ability which are required in his / her future position.

He/She has demonstrated abitites and skills exceeded the requirements of the current position and delivered exceptional productivity and results.
