If you are to blame, it means you are responsible now. If you are to be blamed it suggests this is going to happen later or that history will look back and suggest it was your responsibility.

To blame is often used in a passive sense (meaning “responsible for something bad that happened.)

The word “blame” in the phrase “was to blame” is not an adjective. It is a verb. Blame can be a noun or a verb, but never an adjective. To blame is an infinitive.
 
To see whether blame is an adjective or not, look at the following sentences.
John is blame. (wrong)
It is blame. (wrong)
